For more than three decades, Director Ramon M. Rañeses has exemplified discipline, integrity, and an unwavering commitment to public service. Now at the helm of NAPOLCOM Regional Office II in Tuguegarao City, he continues to lead with compassion, guided by a clear vision of an effective and trustworthy police service.

An Electrical Engineer by profession, Director Rañeses began his journey in NAPOLCOM in 1989, an early career decision that would shape an outstanding public service career. Over the years, he has earned the respect of colleagues and stakeholders alike, recognized not only for his competence and professionalism, but also for his humility, wisdom, and ability to lead with compassion and strength.

Driven by a deep belief in lifelong learning, Director Rañeses strengthened his foundation through advanced studies. He obtained a Master’s Degree in Public Administration from Manuel L. Quezon University, and later pursued a Master’s Degree in National Security Administration at the National Defense College of the Philippines.

As a Career Executive Service Officer (CESO IV), Director Rañeses has steadily advanced through key leadership roles nationwide, serving as Regional Director of NAPOLCOM Regions III, IV-A, V, VII, and X, prior to his current assignment in Region II. He also held key positions at the Central Office, notably as Staff Service Director of the Personnel and Administrative Service (PAS) and Acting Deputy Executive Officer. Beyond leadership roles, Director Rañeses has represented NAPOLCOM in prominent engagements, including his participation as a delegate in INTERPOL World 2017.

At the core of his leadership is a principle rooted in NAPOLCOM’s mandate. He believes that meaningful national development is supported by a police service that is rigorously accountable, demonstrably effective, and inherently trustworthy. He underscores that such a vision must be carried out through tangible, purpose-driven reforms and strong collaboration with all essential stakeholders, ensuring that peace and order are not only pursued, but sustained.

While his career reflects decades of dedication to public service, Director Rañeses is a devoted family man, happily married to fellow NAPOLCOM Regional Director Julieta P. Rañeses of the CALABARZON Region, two leaders united not only by profession, but also by shared service to the country.
