On February 20, 2026, under the leadership of NAPOLCOM Regional Director Ramon M. On January 22, 2026, under the leadership of Regional Director Ramon M. Rañeses, MNSA, CESO IV, the National Police Commission Regional Office 2 (NAPOLCOM R02) successfully conducted an Orientation on the Yaman Kalusugan Program (YAKAP) of the PhilHealth. The activity aimed to enhance the awareness and understanding of NAPOLCOM personnel on the YAKAP Program, particularly its benefits, coverage, availment procedures, and its role in strengthening access to quality and affordable healthcare services for government employees and their dependents. Serving as resource speakers were Ms. Yvette L. Pauig and Ms. Nenie L. Cammayo of PhilHealth, who provided a comprehensive discussion on the salient features of the program, recent policy updates, and practical guidance on how members can fully maximize their PhilHealth benefits under YAKAP. The speakers also addressed queries and clarifications from participants, ensuring better appreciation and proper application of the program. Anchored on this year’s PCR Month theme, “Sa Bagong Pilipinas, Ang Gusto ng Pulis: Ligtas Ka,” the seminar aimed to strengthen the capacity and knowledge of police officers on essential legal and operational matters in the pursuit of effective community service and public safety. Atty. Tumamao discussed the salient features of the Community and Service-Oriented Policing (CSOP) system, emphasizing how this philosophy aligns with modern, citizen-centered law enforcement. The discussion highlighted the critical role of community engagement and inter-agency cooperation in enhancing police visibility, trust, and accountability. Additionally, the seminar tackled NAPOLCOM Memorandum Circular No. 2021-004, which outlines the Rules and Regulations Governing the Investigation, Adjudication, and Payment of Total Permanent Disability (TPD) and Death Benefits of uniformed members of the Philippine National Police (PNP). Atty. Tumamao thoroughly explained the procedural guidelines, documentary requirements, and timelines involved in the processing of benefits for police personnel and their families. To conclude the seminar, updates on relevant jurisprudence and recent legal issuances were presented to ensure that participants remain well-informed and legally grounded in the performance of their duties. This segment aimed to equip police officers with up-to-date knowledge on rulings that impact law enforcement, ensuring that they act within the bounds of law and protect the rights of the public they serve. Atty. Tumamao served as one of the resource speakers, delivering a comprehensive lecture on the powers and functions of Local Chief Executives (LCEs) over the Philippine National Police (PNP) in their locality as NAPOLCOM Deputies. He highlighted the scope of authority, legal mandates, and best practices to ensure effective supervision and operational control of the PNP in maintaining peace and order. The seminar, held at Zen Hotel, Santiago City, formed part of the Local Government Agency’s Newly-Elected Official Performing Leadership for Uplifting Service (NEO PLUS) Program—a package of capacity development interventions designed to equip and empower newly elected officials with the necessary knowledge, skills, and perspectives to effectively fulfill their mandates and serve their constituents with integrity and efficiency.

Garcia, Administrative Aide IV, represented NAPOLCOM Regional Office 2 in the Tree Growing Activity organized in connection with the celebration of the 125th Philippine Civil Service Anniversary (PCSA) at Sisim, Peñablanca, Cagayan. The activity, spearheaded by the Civil Service Commission Regional Office II, highlighted the importance of environmental stewardship and sustainability as part of the continuing thrust of the Philippine Civil Service to go beyond public service and contribute to nation-building. Through this initiative, government agencies reaffirmed their collective responsibility to protect the environment and promote ecological balance while commemorating the milestone anniversary of the Philippine Civil Service. The participation of NAPOLCOM personnel underscored the Office’s commitment not only to good governance but also to environmental advocacy, in line with the principles of responsible citizenship and holistic community service.

To boost the holistic well-being of its personnel including their mental health, NAPOLCOM Regional Office 2, through the Gender and Development (GAD) Committee on its Mental Health Program "Tangngalat Taka", launched its own edition of The Biggest Loser on April 24, 2023.
This program primarily aims to encourage personnel to have a healthier lifestyle that increases their overall productivity and fosters personal development in order to render efficient and effective public service.
Qualified and willing participants were determined after weighing in and computation of their Body Mass Index (BMI). All participants are also encouraged to join a weekly Zumba session.
The winner will be announced on September 2023 during the celebration of the NAPOLCOM Founding Anniversary.
In pursuit of providing efficient, effective, and responsive service to its clients and stakeholders as the agency constitutionally mandated to administer and control the Philippine National Police (PNP), the National Police Commission (NAPOLCOM) Regional Office 2 integrates and advocates mental health initiatives in all its endeavors to promote the well-being of every employee by ensuring that mental health is valued.
This is actively embodied through various stress management activities such as Zumbarrific Thursdays, a weekly fun and fitness program which includes cardiovascular exercises through dance routines.
